Transitioning from Summer to Autumn Displays - 19th September 2025
This summer has been a truly glorious one for our town. We were proud to join the nation in celebrating VE Day 80, filling our streets with vibrant Union Flags and spectacular red, white and blue floral displays that brought colour, pride and community spirit to our town.
With the seasons changing and Christmas on the horizon, our staff will shortly begin taking down the Town Council’s summer flags, starting with the centre islands along the Parade. After a wonderful summer of celebration, some of these flags have become a little weathered, so this is the perfect time for their removal as part of our usual seasonal changeover, keeping our town looking fresh and ready for the autumn and festive decorations to come.
We want to reassure everyone, this is not unpatriotic. It is simply a standard procedure to keep our town looking its best all year round. If you see our staff removing flags, please remember they are just doing their job as part of this planned transition and the same team will soon be hard at work bringing festive cheer to our streets.
We are also aware that some residents have chosen to raise additional Union Flags around town. While we understand the sense of pride that inspires this, it is important to make a clear distinction:
● Town Council land or maintained areas: Any flags put up without permission on Town Council owned land, buildings, or spaces we maintain will be removed by our staff.
● Public highways and roads: These fall under Somerset Council’s responsibility. Flags or painted symbols on highways are not permitted as they can obscure road markings, distract drivers, or pose safety risks. If you see flags or markings on highways, these must be reported directly through the Somerset Council website: Report a problem on the road

Minehead Town Council Secures Permanent Home with 999 Year Lease - 3rd September 2025
Minehead Town Council is pleased to announce that it has completed the 999 year leasehold purchase of its offices, securing a permanent base for the first time in over a decade.
For the past 10 years, the Council has operated from these offices under short term lease agreements. While this arrangement provided a practical base, the lack of long term security prompted the Council to consider a range of options for the future.
Following careful review, the decision was made to purchase a long leasehold on the current offices. This option was considered the most cost effective and the best choice for the community, ensuring continuity in a location that is both central to the town and familiar to residents.Chair of the Council Cllr Craig Palmer said:
"Securing this 999 year lease is a major step forward for Minehead Town Council. Having worked from this building for the past decade, we are delighted to now call it our permanent home. This decision gives us long-term stability, represents good value for the community, and ensures that we remain in a location people know and can easily access."
This move provides the Council with security for the future and reaffirms its commitment to serving the people of Minehead from a permanent and accessible base.

We are deeply shocked and saddened by the tragic incident today involving children from Minehead Middle School. Our hearts go out to all those affected. The children, their families, their friends and the wider school community.
As a close-knit community, we are devastated by this news. The impact of this event will be felt by many, and we stand in solidarity with everyone affected during this incredibly difficult time.
We would also like to extend our deepest gratitude to the emergency services for their swift response, professionalism, and unwavering dedication throughout the afternoon.

Blenheim Gardens raises prestigious Green Flag Award after achieving international quality mark for parks and green spaces - 15th July 2025

Today, Minehead Town Council is celebrating after receiving a Green Flag Award for Blenheim Gardens.

The site is one of 2,250 in the UK to achieve the award, which is the international quality mark for parks and green spaces.

The news that Blenheim has met the standards required for the accreditation is testament to the hard work and dedication of the team that care for the green space so that visitors and residents alike can enjoy it.

Green Flag Award Scheme Manager, Paul Todd MBE, said: “Congratulations to everyone involved in Blenheim Gardens who have worked tirelessly to ensure that it achieves the high standards required for the Green Flag Award.

“Quality parks and green spaces like Blenheim Gardens make the country a heathier place to live and work in, and a stronger place in which to invest.

“Crucially, Blenheim Gardens is a vital green space for the community of Minehead to enjoy nature, and during the ongoing cost of living crisis it is a free and safe space for families to socialise. It also provides important opportunities for local people and visitors to reap the physical and mental health benefits of green space.”

The Green Flag Award scheme, managed by environmental charity Keep Britain Tidy under licence from the Ministry of Housing, Communities & Local Government, recognises and rewards well-managed parks and green spaces, setting the benchmark standard for the management of green spaces across the United Kingdom and around the world.

This year’s Green Flag Award is of particular importance, as it marks the first recognition of Blenheim Gardens since Minehead Town Council formally took over ownership from Somerset Council on 1st May 2025. The award highlights the Council’s early success in managing and enhancing one of the town’s most cherished green spaces.

Mayor of Minehead, Craig Palmer, said:

“We are absolutely delighted that Blenheim Gardens has received the prestigious Green Flag Award under our stewardship. It reflects the dedication of our team and local volunteers who work tirelessly to preserve the beauty, safety and accessibility of this much-loved space. This award is a strong endorsement of our commitment to enhancing local green spaces for residents and visitors alike.”

This achievement also comes during a busy and exciting week for the town, as Minehead prepares to welcome Britain in Bloom judges on Thursday. With last year’s Gold Award still fresh in our minds, the town is once again hoping to impress with its vibrant displays, community spirit and dedication to horticultural excellence.

Minehead Town Council - decisions following Public Interest Report
On Tuesday 1st July 2025, members of Minehead Town Council met at an extraordinary council meeting to consider a Public Interest Report (PIR) issued to the Council by the appointed auditor PKF Littlejohn LLP. 
The PIR related to events that occurred during 2022/23 and which impacted the 2022/23 Annual Governance and Accountability Return (AGAR).
The report made recommendations in relation to payments made to a member of the Council and the Council’s management of an employment tribunal case.
Councillors formally received the report, accepted its findings and committed to implement the recommended measures. As part of the Council’s commitment to improving transparency and accountability, an Action Plan was approved at the meeting. The plan sets out measures aimed at strengthening governance and ensuring robust oversight going forward. 
Councillors formally approved the Action Plan prepared by the Clerk. While many of the recommended actions have already been implemented or are underway, Councillors formally agreed to carry out quarterly reviews of progress. This will help ensure that the Council continues to deliver open, effective and accountable governance.
Finally, Councillors formally delegated authority to the Clerk to pay the invoices for the limited assurance reviews of the 2022/23 and 2023/24 AGARs and the additional fees relating to the PIR and associated challenge work.

Extraordinary Meeting of Minehead Town Council to take place on Tuesday 1st July 2025

Following the publication of a Public Interest Report concerning a historic objection to Minehead Town Council’s 2022/23 Annual Governance and Accountability Return (AGAR), an extraordinary meeting has been scheduled for:
Tuesday, 1st July 2025 at 7:30 pm, to be held at the Community Centre, Irnham Road, Minehead, TA24 5DW.
At this meeting, Councillors will formally receive the Public Interest Report and consider an action plan aimed at strengthening governance and ensuring improved accountability going forward.
In accordance with powers granted to the auditor under Schedule 7, Paragraph 5(8) of the Local Audit and Accountability Act 2014, the date of this meeting has been extended slightly beyond the usual 30 day period from the date of the report’s issue to allow for appropriate arrangements.
As a result of this meeting, the Planning & Licencing Committee meeting originally scheduled for 7:30 pm on 1st July will now take place on:
Monday 30th June 2025 at 7:30 pm, in the Minehead Town Council Offices, Summerland Road, TA24 5BP.

Minehead Town Council Acknowledges Public Interest Report on Historic Accounts - 3rd June 2025
Minehead Town Council acknowledges receipt of a Public Interest Report issued by its External Auditor, PKF Littlejohn LLP, concerning an objection to the 2022/23 Annual Governance and Accountability Return (AGAR). The report addresses historic decisions and payments arising from a complex and sensitive employment tribunal case.

We accept the Auditor’s thorough examination of this legacy issue and fully recognise the seriousness of the findings. The Council is committed to acting with transparency and diligence in response to the Auditor’s findings. The matter reviewed by the Auditor relates to decisions made under a previous council leadership and administrative structure. Since then, there has been significant change in both council staff and membership. The Council now operates under new leadership, with an enhanced focus on governance, accountability and full compliance with relevant legislation.

Several of the report’s recommendations have already been integrated into The Council’s evolving governance framework. We are also taking this opportunity to further strengthen our internal controls and documentation processes. These improvements are part of our ongoing commitment to raise standards and rebuild public confidence.

We regret that the cost of addressing these issues, including the production of this report, ultimately falls to the taxpayer. However, through prudent financial management, The Council has built up reserves which it is anticipated will be sufficient to cover the associated costs without affecting frontline services.

It is important to emphasise that this Public Interest Report concerns historic matters. It does not reflect the values or practices of the current administration, which is determined to ensure such circumstances are not repeated. The Council remains committed to openness and continual learning as we move forward with purpose and integrity.

We believe the findings of this report, and our constructive response to them, including working closely with the auditor to ensure full transparency and compliance throughout the investigation, mark a clear turning point for The Council and the community we serve. Whilst we acknowledge and take full responsibility for past challenges, we are focused on building a more transparent, accountable and resilient Council that works in the best interests of Minehead residents.

In accordance with the Local Audit and Accountability Act 2014, The Council will hold a public meeting within the next month, at which Councillors will formally consider the report, make recommendations, and consider measures to further strengthen governance, many of which are already in place. 

This meeting will be open to all and details will be published shortly on our website. We encourage residents to review the full report, which is available on our website. Paper copies can be viewed at our offices and takeaway copies are available upon request in accordance with our publication scheme. The Council will not be making any further comment on this matter.

Councillor Craig Palmer Elected Mayor of Minehead for a Third Term - 28th May 2025
At Minehead Town Council’s statutory annual meeting last night, Councillor Craig Palmer was re-elected by fellow councillors to serve a third term as Chair of the Council and Mayor of Minehead.
Commenting on his re-election, Councillor Palmer said "It’s a great honour to be selected by my fellow councillors to serve once again as Mayor. I hope the Council can continue the progress we’ve made in recent years and build on the strong foundations we’ve laid together."

Councillor Anne Lawton was also re-elected for a third term as Deputy Chair of the Council and Deputy Mayor of Minehead.

While the role of Mayor at the town and parish level differs from mayoral positions in areas such as London or the West of England, it remains an important civic function. The Mayor chairs council meetings, holds the casting vote in the event of a tie, and often represents the council at public and ceremonial events.

Minehead Town Council Supports Citizens Advice West Somerset with £5,000 Grant - 27th May 2025
Minehead Town Council is pleased to announce a £5,000 contribution to Citizens Advice West Somerset (CAWS) to support their work with local residents throughout the 2025/26 financial year.
The decision reflects the Council’s recognition of the vital support CAWS provides in the community. From offering guidance on housing, employment and benefits, to helping people navigate complex personal and financial challenges, CAWS plays a critical role in the lives of many Minehead residents.

Councillors commended the work of CAWS and welcomed the opportunity to support an organisation that is making such a meaningful impact locally. The Council hopes this funding will help CAWS continue its valuable services and reach even more individuals in need.

Town Clerk Ben Parker said "Citizens Advice West Somerset offers an essential service to our community, often supporting people through very difficult circumstances. We’re pleased to be able to contribute to their work and look forward to building a positive and ongoing partnership."

MINEHEAD ANNUAL TOWN MEETING - 9th May 2025
Minehead's Annual Town Meeting will take place on: 
Tuesday May 20th 2025, at 7:30 PM in the Community Centre, Irnham Road, Minehead TA24 5DW.
This community focused gathering, distinct from Town Council meetings, provides a valuable forum for residents to discuss matters affecting our town. While officially convened by the Town Council Chair as required by legislation, the meeting is designed to be shaped by community interests and serves as a platform for civic engagement rather than council business.
The meeting provides a valuable forum for residents to discuss matters affecting our town. Representatives from local community groups and organisations will be present to provide brief updates on their achievements over the past year and outline their goals for the coming months.The Mayor will also present the prestigious 'RHS in Your Neighbourhood Awards' to various community groups whose efforts were instrumental in Minehead achieving Gold status in the 2024 Southwest in Bloom competition.
Town Council representatives will be available to share the annual town report, collect feedback and answer questions from residents. However, the primary focus remains on community engagement and connection.
Refreshments will be served throughout the evening, creating an ideal opportunity for residents to connect with neighbours and discover the diverse range of activities and initiatives taking place across Minehead.

Minehead Celebrates VE Day 80th Anniversary With Community Celebration and Picnic - 6th May 2025
Blessed with sunshine and community spirit, hundreds of Minehead residents and visitors gathered at Blenheim Gardens on Saturday 3rd May 2025, to commemorate the 80th anniversary of Victory in Europe Day. The celebration marked a significant milestone, being the first community event held in the gardens since Minehead Town Council assumed ownership just days earlier.
The event transformed the gardens into a vibrant tribute to the 1940s era, featuring captivating performances by vocalist Chrystal Bliss and the renowned Minehead Male Voice Choir. Visitors were treated to an impressive display of vintage vehicles, family-friendly games and an informative exhibition on wartime life in Minehead, curated by Minehead Museum.

Many attendees embraced the historical theme, arriving in period attire and bringing 1940s-inspired picnics to enjoy on the lawns. The Minehead Armed Forces Veterans Breakfast Club provided both a tombola and an opportunity for community members to connect with local veterans. 

"Today's celebration honours both our past and our future," said Mayor Councillor Craig Palmer. "As we commemorate the sacrifice and resilience shown 80 years ago, we're also celebrating our community coming together in these beautiful gardens that are now under local stewardship."

The substantial turnout demonstrated the community's appreciation for the opportunity to gather and commemorate such a historically significant occasion. The Town Council expressed gratitude to all performers, exhibitors and volunteers who contributed to making the day memorable.

The success of this event sets a promising precedent for future community gatherings in the newly managed Blenheim Gardens and other town spaces.

New bus shelters for Minehead thanks to Council’s Bus Service Improvement Plan April 2025

Somerset Council is working with Minehead Town Council to replace three aging bus shelters in Minehead that have reached the end of their working life.
Thanks to Government funding through Somerset Council’s Bus Service Improvement Plan, and as part of a county-wide programme of enhancements, brand new shelters will be installed at the following key locations:
• Bircham Road opposite Brook Street• Bancks Street at the junction with The Parade• The Avenue outside the cinemaMinehead has been selected as a pilot location for the Council’s new shelters programme. To enable this upgrade, the existing shelters will need to be removed ahead of the arrival of the new structures. Due to necessary lead times for design, manufacture and delivery, there will be a temporary period over the summer during which these bus stops will not have shelters in place.
This is a short-term inconvenience that will lead to a long-term benefit for the town. The new shelters are expected to be installed by early autumn, ahead of the seasonal shift in weather, ensuring that passengers will soon enjoy modern, more comfortable, and weather-protected waiting areas.
This project is a great example of the positive working relationship between Somerset Council and Minehead Town Council. The two authorities have worked closely to bring these improvements to the town, ensuring that local needs are prioritised and that future management of the shelters remains with the community.
Councillor Richard Wilkins, Somerset Council’s Lead Member for Transport and Waste Services, said “Our Bus Service Improvement Plan has done very well in attracting vital funding, and improving bus shelters is an important part of making bus travel more attractive and in turn encouraging more people to use the bus.”

Minehead Town Council and Complete Weed Control Begin Roadside Weed Treatment Programme - 28th April 2025
Minehead Town Council, in co-operation with Complete Weed Control, a leading UK-based specialist in weed prevention, removal, and maintenance, has launched a roadside weed control programme beginning this week throughout the Minehead area.The initiative aims to tackle unsightly and potentially damaging vegetation along public roads and pathways, enhancing both safety and the appearance of the local environment. The programme forms part of a seasonal maintenance plan to manage weed growth during the spring and summer months.Complete Weed Control brings decades of experience and expertise in delivering comprehensive weed control solutions across the UK. Their services cover a wide range of vegetation management needs, including aquatic weed control, moss and algae treatment, invasive species management such as Japanese knotweed, and general roadside weed removal.Residents may notice work being carried out over the coming days and are encouraged to observe any temporary signage and avoid treated areas for safety.

The Full Council meeting originally scheduled for Tuesday 22nd April 2025, has been rescheduled to Tuesday 29th April 2025, at 7:30 PM in The Community Centre, Irnham Road, Minehead TA24 5DW.
This adjustment ensures compliance with legislative requirements regarding the Easter holiday period. Under the Local Government Act 1972 (Section 270), the Easter break—from Thursday, 17th April, to Tuesday, 22nd April (inclusive)—is classified as a period during which meeting notice days cannot be counted.
Additionally, please note that the Finance & General Purposes Committee meeting scheduled for Tuesday 8th April 2025, has been cancelled. All business that would have been discussed at this meeting will now be addressed at the Full Council meeting on 29th April.

New Bleed Control Kits Installed in Minehead – March 2025

Minehead Town Council is pleased to announce the installation of two additional bleed control kits in key community locations, as part of the ongoing initiative by Avon & Somerset Police, to enhance public safety and emergency preparedness.
The new kits were installed in March 2025 and are now available at the following locations:

🔹 Minehead Adventure Centre – Channel Adventure
These potentially life-saving kits are designed to provide immediate assistance in the event of a traumatic injury involving severe bleeding, helping to stabilise casualties until emergency services arrive. They contain essential medical supplies such as trauma dressings, tourniquets, and other critical items proven to save lives in emergency situations.
This latest installation has been made possible thanks to the continued support and funding from Minehead Town Council, who remain committed to investing in community health and safety resources.


A Century of Community: Blenheim Gardens Marks 100 Remarkable Years - 28th March 2025
Minehead Town Council proudly celebrated the centenary of Blenheim Gardens with a heart warming commemoration that brought together generations of community members, gardeners, councillors, and local volunteers who have nurtured this beloved green space over the past 100 years.
The milestone event featured a ceremonial tree planting of a magnificent Liriodendron tulipifera (tulip tree), a species chosen for its symbolic longevity and beauty. This carefully selected tree, funded by Minehead Town Council, is expected to thrive for many years, becoming a living testament to the community's commitment to preserving local green spaces.
The tulip tree, known for its distinctive tulip-shaped leaves and striking flowers, will be carefully protected by a tree cage and will soon feature a commemorative plaque, marking this significant moment in the gardens' history.
Gardeners from past and present joined current and former town and Somerset councillors, alongside dedicated volunteers and café owners from different eras, to witness this meaningful planting. The ceremony beautifully captured the spirit of community and continuity that has defined Blenheim Gardens for 100 years.
Following the tree planting, the Blenheim Gardens Café warmly welcomed attendees with coffee and cake, providing a perfect opportunity for community members to share memories and celebrate this historic milestone.
"This centenary celebration is about more than just a garden," said Ben Parker, Minehead Town Clerk "It's about the people who have loved, maintained, and enjoyed this space over generations and those who will continue to cherish them for generations to come."
The event also marked a significant milestone in the gardens' future, as Minehead Town Council prepares to take over the ownership and management of Blenheim Gardens from May 1st 2025, through a devolution process from Somerset Council. This transition represents a new chapter in the gardens' history, ensuring local stewardship and continued community involvement.
The Liriodendron tulipifera will stand as a living testament to Blenheim Gardens' remarkable journey, symbolising growth, resilience, and the unbreakable bonds of community as the gardens enter this exciting new phase.

Minehead Town Council Backs Popular Community Festival - March 28th 2025
Minehead Town Council has voted to support the upcoming Minehead Bay Festival, approving a £2,500 sponsorship to help bring arts, culture and entertainment to the town's seafront.
The council will be a Tier 3 sponsor for the fourth annual Minehead Bay Festival, scheduled for 30th August 2025. This sponsorship will provide the council with a dedicated stand at the event and recognition across festival marketing materials.
The Minehead Bay Festival, organised by the Minehead and Coast Development Trust (MCDT), has become a landmark community event. Last year's festival attracted approximately 5,000 attendees, with expectations of 5,000-6,000 visitors in 2025.
Ben Parker, Town Clerk, commented: "Minehead Town Council is committed to supporting events that bring our community together, boost local pride and showcase the vibrant spirit of our town. The Minehead Bay Festival has demonstrated its ability to provide high quality, accessible entertainment for all ages."
The festival offers free arts and cultural activities, creates opportunities for local artists and has been praised for bringing the community together and attracting visitors to Minehead.

Minehead Town Council to Take Over Management of Town's Open Spaces - February 26th 2025
In a historic decision for the town, Minehead Town Council has approved the devolution of open spaces assets and services from Somerset Council, effective April 1st 2025. Councillors carefully considered the comprehensive devolution proposal at their Full Council meeting on February 25th before voting to move forward with this significant transition. This landmark moment will see the Town Council take ownership and management responsibility for key public spaces including Blenheim Gardens, Parks Walk and Ellicombe Open Space.  The transfer represents a significant step toward greater local control and decision-making for Minehead. Local residents will now see their cherished community spaces managed directly by their Town Council, ensuring these vital assets remain at the heart of town life for generations to come.
Town Clerk Ben Parker commented: "This decision marks a historic moment for Minehead, bringing the management of our town's most important open spaces under local control. The Town Council is fully committed to delivering high-quality services while ensuring these beloved spaces are protected and maintained to the standards our community deserves. We've undertaken extensive preparations to make this transition as smooth as possible."
The approved transfer includes numerous open spaces, play areas, and income-generating assets such as some car parks and café facilities. This comprehensive package will enable the Town Council to generate revenue to help towards offsetting costs while investing in improvements that directly benefit residents.
As part of the careful financial planning for this transition, the Town Council has managed to limit the precept increase to just 6.5%, significantly lower than many other towns undertaking similar devolution processes. This demonstrates the Council's commitment to fiscal responsibility while expanding services.
The first year of operation will focus on service consolidation, ensuring a smooth transition and establishing consistent maintenance standards across all sites. The transfer will include appropriate staffing arrangements in line with TUPE regulations, alongside the necessary equipment and resources to deliver high-quality services.
Residents will benefit from a more coordinated approach to open space management across Minehead, with a single point of contact for all public spaces. The Town Council plans to integrate environmental initiatives such as rewilding into its maintenance approach, supporting local biodiversity.
The Town Council will be communicating further information about the transition through community engagement events, social media, and new signage across affected sites.

Minehead Town Council Announces Completion of Essential Toilet Block Repairs - February 25th 2025
Minehead Town Council is pleased to announce that the essential repair works to the ladies' toilet block at Summerland Road Car Park have now been completed, and the facilities are fully open to the public as of today (Tuesday 25th February 2025) Following damage sustained from a vehicle collision in October 2024, the necessary reconstruction work commenced on Monday, February 3rd, and has been successfully completed on schedule by the end of February. Minehead Town Council Sets 2025/26 Budget as Town Looks to Take Control of Local Green Spaces - January 29th 2025
Minehead Town Council approved its budget for the 2025/26 financial year at their Full Council Meeting on Tuesday 28th January 2025, marking a historic moment as the town prepares to take over management of nearly all local green spaces from Somerset Council.
The approved precept of £1,011,635 represents a carefully considered investment in Minehead's future, particularly as the Council assumes responsibility for beloved local amenities including Blenheim Gardens, Parks Walk, Woodcombe Walk, Bratton Park, and Culvercliffe Open Space, along with various play areas throughout the town.
"The transfer of responsibility, when it occurs, will represent a significant milestone for Minehead," a Town Council spokesperson explained. "While it does impact our budget, it ensures that local spaces will receive the attention they deserve, with decisions made right here in Minehead by people who understand our community's needs."
The Council has undertaken a comprehensive review of its existing budget, identifying savings across multiple service areas. These include reductions in weed removal costs through an optimised treatment strategy, decreased building maintenance requirements following the timely completion of projects, as well as streamlining and consolidating other costs. These efficiencies have helped minimise the impact of taking on new responsibilities on local taxpayers.
"Our focus for the coming year will be firmly on service delivery," added the spokesperson "With the transfer of green spaces and the efficiency savings we've identified, we're positioning ourselves to provide enhanced, responsive services that directly benefit our community."
The new budget will result in a Band D property paying £228.47 annually towards Town Council services, an increase of £13.95 per year (27 pence per week). This represents a 6.5% increase from the previous year.
Importantly, the Town Council portion of council tax is the only element that guarantees all money raised stays within Minehead. The increased responsibilities will allow for more responsive and proactive local management, addressing longstanding concerns about site maintenance and neglect.
The Council has also maintained prudent financial management by setting appropriate reserves and making targeted reductions in several areas to minimise the impact on taxpayers.
